Overview

Utah voters approved medical cannabis in 2018 (Proposition 2), and the legislature replaced it with the Utah Medical Cannabis Act. The Utah Department of Agriculture and Food (UDAF) licenses businesses, and the Department of Health and Human Services runs the patient program.

Utah tightly caps licenses. House Bill 54 (2025) created two new independent pharmacy licenses, with the first application window in July 2025 and awards in late 2025 and 2026. Watch UDAF for any future rounds.
