Overview

Michigan voters legalized medical marijuana in 2008 and adult-use cannabis in 2018. The Cannabis Regulatory Agency (CRA) licenses and regulates both markets.

Michigan uses a two-step process: applicants first prequalify (background and financial review of owners), then apply for a specific license at an approved location. The state doesn't cap licenses, but each municipality decides whether to allow cannabis businesses and may limit how many.

License Types

  • Grower: Class A (100 plants), Class B (500 plants), Class C (2,000 plants), and Excess Grower
  • Processor
  • Retailer
  • Microbusiness and Class A Microbusiness
  • Secure Transporter
  • Safety Compliance Facility (testing)
  • Designated Consumption Establishment, Event Organizer and Temporary Event
  • Educational Research

Key Requirements

  • Prequalification of all applicants and supplemental applicants (background checks and financial disclosure)
  • Municipal authorization: the city or township must have opted in
  • Compliant premises with security, Metrc tracking and building and fire approvals
  • Final inspection before licensure
