New Jersey Marijuana License
New Jersey allows adult-use and medical cannabis. The Cannabis Regulatory Commission licenses cultivators, manufacturers, wholesalers, distributors, retailers, delivery services and testing labs, with lower fees for microbusinesses.
Overview
New Jersey voters approved adult-use cannabis in 2020, and retail sales began in 2022. The Cannabis Regulatory Commission (CRC) oversees adult-use, medical and clinical programs.
Licenses are organized into six classes. Applicants can seek a conditional license (secure a site and funding later) or an annual license (ready to operate). Microbusinesses, which are small, locally owned operations, pay much lower fees. Municipalities decide whether to allow each class.
License Types
- Class 1: Cultivator (Tiers I–VI by canopy)
- Class 2: Manufacturer
- Class 3: Wholesaler
- Class 4: Distributor
- Class 5: Retailer
- Class 6: Delivery Service
- Testing Laboratory
Key Requirements
- New Jersey business entity with ownership disclosures and background checks
- Municipal support or zoning approval
- For annual licenses: site control, security and operating plans
- Priority review for social equity, diversely owned and impact-zone applicants
Fees
- Application fees (standard): conditional $200 submission + $800 approval; annual $400 submission + $1,600 approval
- Microbusiness application fees: half the standard amounts
- Annual license fees (standard): Cultivator $5,000–$50,000 by tier; Manufacturer $20,000–$30,000; Retailer $10,000; Wholesaler $10,000; Distributor $3,000; Delivery $3,000; Testing Lab $4,000

First-year license fees are reduced by application fees already paid.
