New York Marijuana License
New York allows adult-use and medical cannabis. The Office of Cannabis Management licenses dispensaries, cultivators, processors, distributors, microbusinesses and more, with priority and fee reductions for social and economic equity applicants.
Overview
New York legalized adult-use cannabis in 2021 through the Marihuana Regulation and Taxation Act (MRTA). The Office of Cannabis Management (OCM) and the Cannabis Control Board oversee licensing for both adult-use and medical programs.
New York's model separates the supply chain: most businesses hold a single license type, and the state prioritizes social and economic equity (SEE) applicants. Applications open during announced windows on the OCM website.
