Oklahoma Marijuana License
Oklahoma has a medical-only market with one of the most licenses in the country. OMMA isn't accepting new grower, processor or dispensary applications under a moratorium extended to August 1, 2028.
Overview
Oklahoma voters approved medical marijuana in 2018 (State Question 788), and the market grew fast because licenses weren't capped and fees were low. The Oklahoma Medical Marijuana Authority (OMMA) regulates the program.
To address oversupply and illegal operations, Oklahoma paused new business licenses in August 2022. House Bill 3143 (2026) extended the moratorium to August 1, 2028, unless OMMA finishes pending reviews sooner. Current licensees can still renew, and buying or transferring an existing license is the main way into the market.
