Missouri voters legalized medical marijuana in 2018 (Amendment 2) and adult-use cannabis in 2022 (Amendment 3). The Division of Cannabis Regulation, part of the Department of Health and Senior Services, licenses facilities.

License numbers are capped by the constitution. Existing medical facilities converted to comprehensive licenses, and new microbusiness licenses, reserved for disadvantaged applicants, are awarded by lottery. Applications for comprehensive cultivation, manufacturing, testing and dispensary licenses are currently closed.
