Maine Marijuana License
Maine allows adult-use and medical cannabis. The Office of Cannabis Policy licenses cultivation, manufacturing, stores and testing, with low application fees and local opt-in required.
Overview
Maine voters approved adult-use cannabis in 2016, and stores opened in October 2020. The Office of Cannabis Policy (OCP), in the Department of Administrative and Financial Services, runs both the adult-use and medical programs.
Maine accepts applications on a rolling basis, but every adult-use business needs approval from a municipality that has opted in. Many towns haven't. State applicants receive a conditional license first, then an active license after local approval.
